Shri Lalitha Sahasranamam: Namam 758: Shri Sarva lokeshi (ōṃ sarvalōkēśyai namaḥ)

The Divine Mother is the ruler of all the worlds in the universe. 

She is the Empress of the whole universe. Ishvari is another name for the Divine Mother. She controls people going beyond the set limits and provides support for all. In universal systems running there is discipline and justice.

Those who cross over the limit to evil nature, get the pain in their heart, as given by the Divine Mother. For those arrogant evil beings, they get the disorders as given by the Divine Mother. As such, the Divine Mother’s justice never fails. All universal beings are saved in different ways depending on their needs. The Divine Mother as the Ishvari, rules over the entire universe as She pleases.
